ADMINISTRATION

The Administrative Department of the Jackson Parish Police Jury serves as the official custodian of public records and as administrative support to the Police Jury and Jurors, its departments, agencies, and other boards.  This Department is located at 160 Industrial Drive, Jonesboro, LA 71251 and is always available and eager to serve the public.  

Our office hours are: 7:30 A.M. - 12:00 P.M. and 1:00 P.M. - 4:30 P.M. Monday thru Friday.

The Jackson Parish Police Jury oversees and creates various boards and commissions throughout the parish.

Pledge of Allegiance

The Jackson Parish Police Jury Finance Committee is responsible for reviewing and recommending action on financial issues related to the Police Jury.  The primary activities are to review and recommend annual budget items and amendments as well as to assess needs throughout the fiscal year and make recommended adjustments to the Police Jury.  The Finance Committee conducts budget reviews in the fourth quarter of the year (October - December) to set the direction of spending for the coming year.

The Jackson Parish Tourism Commission was established by ordinance in April of 1988 to be responsible for meeting regularly to review, discuss, and take action to promote tourism through development, maintenance, and initiative of the tourist industry and to preserve and develop historic sites and areas, museums, and tourist attractions throughout Jackson Parish.  

Ward 2 Fire Protection District

The Jackson Parish District Two Fire Protection District Board meets regularly for Commissioners to review, discuss, and take the necessary actions for the District to maintain, improve, and secure progressive operation of the Fire District.  At each meeting, the District Fire Chief delivers a monthly report updating the board on such issues as maintenance, training, fire and EMS response, and other items of importance.

The Jackson Parish Watershed District Board was established by the State of Louisiana and is responsible for meeting regularly to review, discuss, and take action on the related business of the watershed throughout Jackson Parish.

The Jackson Parish Road Department is responsible for the maintenance and improvements to all unincorporated Parish roads and bridges including, but not limited to, drainage (culverts & ditching), bridges, road surface (paving & potholes), mowing (rights-of-way), signage, and trees (on rights-of-way).  This work is performed under the direct supervision of our Road Department Superintendent, Mr. Wayne Anderson and is supported by funding from the state and revenues from a 5.23 millage for roads and bridges and a 4.55 millage for asphalt and paving.   

Every three years, the Police Jury adopts a Capital Improvements Policy.  This policy sets the criteria and ratings systems that will determine priority rankings for all five classifications of Jackson Parish Roads (blacktop major, blacktop minor, overlay, oil, and gravel).  A designee will review all roads in the Parish Road System according to the policy and determine a rating based on the pre-determined criteria.  From that ranking, the annual road program is developed and presented to the Police Jury for adoption.

The Jackson Parish Solid Waste Department provides garbage pick up for 120+ businesses and has fourteen (14) bin sites throughout the parish. We have ten (10) model bin sites and four (4) newly constructed gravel sites.  We accept recycled metal at any of the model sites or at the landfill.

The Jackson Parish Solid Waste Department is located at 302 Landfill Road Quitman, La. 71268. Here, you can bring household garbage and yard waste. We also have recycling at the landfill. Citizens of Jackson Parish can bring scrap metal, used tires, used batteries, and used oil.

The 2020 Budget is available for public inspection at the offices of the Jackson Parish Police Jury at 160 Industrial Drive, Jonesboro LA.  We encourage citizens and interested parties to take advantage of this opportunity.  

Monthly financial reports are provided to the Police Jury at their regular meeting for review and discussion.  Included documents are a Financial Summary Report, Master Account Trial Balance, Detailed Revenue & Expenditure Statement for all accounts, Monthly Cash Receipts Summary, Monthly Check Register Summary. 

All reports can be reviewed in detail, by appointment, at the Office of the Secretary-Treasurer.  Please contact the Secretary-Treasurer if you are interested in setting up an appointment to review.

The Dr. Charles H. Garrett Community Center is a large meeting facility available to the public for rent.  Different events include, but are not limited to, meetings, training sessions, dinners, receptions, and other special events.

Jackson Parish Police Jury Heavy Load Permit Regulations
  1. A permit does not supersede posted weight limits or posted roads.
  2. No permit shall be issued for a period longer than 90 days.  The permit can be canceled at any time.
  3. A copy of the approved permit is to be kept in each vehicle that hauls to or from the permitted job site.
  4. The responsible party shall be liable for damages caused as a result of work authorized by this permit.

Louisiana Delta Community College

Jackson Parish is proud to boast its own campus of the Louisiana Delta Community College located at 236 Industrial Drive (just off US Hwy 167) in Jonesboro, LA.  

Since its opening in 2016, the LDCC has offered programming for high school equivalency degrees, technical training, and assistance transitioning to a four-year university.

The Jackson Parish Sheriff's Office (JPSO) is located in the Jackson Parish Courthouse at 500 E. Court Street, Jonesboro, LA.

The JPSO has the responsibility of enforcing state and local laws and ordinances within the territorial boundaries of Jackson Parish (general law enforcement). The JPSO provides protection to its citizens through on-site patrols, criminal investigations, community policing, etc. and they have jurisdiction throughout the Parish,

The Jackson Parish Police Jury was established in 1912 by the state of Louisiana and is the legislative and executive government of the parish.  The members are called Jurors and are elected by the voters every four years.  Each year they appoint a president as their chairman to preside over their meetings.  The current term is a board of seven (7) members representing each of the seven (7) districts of the parish elected for 2020 through 2023.

After much hard work, the construction and replacement of the Vernon-Eros bridge is now complete and the road is open to thru-traffic.

Damages to the Community Center

Be checking back soon to see the repairs being made to our Dr. Charles H. Garrett Community Center after the May tornado damages. 

The Community Center was listed as an origination point for one of the four tornadoes that touched down in Jackson Parish and suffered damages to the roof, air conditioners, front facade, and flag pole.

In 2020 and 2021 the Jackson Parish Police Jury Operations Committee managed items pertaining to operational affairs for the Road, Solid Waste, Maintenance, and Administration departments. If any issues arose, this committee reviewd and discussed options and then recommended further action to either another committee or the Police Jury as a whole. 

Starting back in 2022, the Police Jury President has elected to split this committee into separate Road, Solid Waste, and Buildings & Grounds Committees.  Please see the information for each of those separately.

The Jackson Parish Police Jury Policy & Personnel Committee reviews and recommends policies to govern operational staff (personnel manual), parish ordinances, and formal Police Jury policies.

The Jackson Parish Police Jury Veterans Committee plans, organizes, and hosts the annual Veterans event in accordance with the approved budgeted expenses. The committee will determine the programming and purchasing for the event and will make arrangements with vendors, volunteers, and limited staff.

During the COVID-19 Pandemic, and in an effort to better serve the citizens of Jackson Parish, our office is now processing building permits electronically, via email, and mail. We have set up an application information sheet that can be filled out and mailed back to our office. This may delay some processing time, but we are working hard to provide services to you, the citizens of Jackson Parish. The $2 trillion economic rescue package officially known as the Coronavirus Aid, Relief and Economic Security, or CARES, Act includes help for small businesses that have been hit by the coronavirus pandemic.

The CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (example: grocery stores and pharmacies), especially in areas of significant community-based transmission.  

Free Face Masks Available: Attention Residents, Jackson Parish has received a donation of re-usable, cloth facemasks from Hanes, Inc. These will be available in your district at the following locations. Please verify the date and time of your district. The distribution will be first come, first served.

    • ​On Monday the 18th, the Courthouse will open to the public. All visitors will be required to wear a face mask upon entry and we have marked off some spaces in the lobby area for social distancing and for any office overflow.
  • Starting on Monday the 18th, there will be mobile COVID-19 testing sites available throughout Jackson Parish.
    • The hours are 8:00 AM – 11:00 AM
    • The tests are for anyone that wants one, with or without symptoms
    • You must be 18 or older and will need to show ID
    • They are self-tests that you administer yourself, but it is not the kind they use at the hospital.  These are less invasive, more like a flu test.

This is an on-line portal for existing businesses to receive reopening procedures under the current restrictive measures.

Go to https://opensafely.la.gov and complete the quick process. You will receive the current safety and COVID mitigation standards along with a placard to post. The business will then receive real-time updates on changes to include when opening is allowed for the specific type of business.

The Sunshine Room is a mid-size meeting room ideal for small training sessions, board meetings, or other smaller events.  It is located at the Jackson Parish Police Jury Administrative Building and has been made available to all of our local boards and committees for their use.

The Nathaniel Zeno Jr. Meeting Room is a mid to large sized meeting rooms idea for board rooms and presentations.  It is located at the Jackson Parish Police Jury Administrative Building and has been made available to all of our local boards and committees for their use.  

This is the new location for future Regular Police Jury Meetings and Committee Meetings including Finance, Operations, Policy & Personnel, etc.

After 36+ years of dedicated service, Chief Manning is retiring February 28th, 2023. The Board of Commissioners honored him with a plaque to commemorate the great improvements and changes he implemented for the good of the community they serve.
